During her tenure as Consultant on The Delivery of Labour and Employment Mandate in the Ministry of Economic Development (January 2019 to 7th September 2020), Moomina undertook many tasks and responsibilities, including vital roles in formulating and implementing the process of transferring the employment mandate from Maldives Immigration to the Ministry of Economic Development, under the policy changes brought about by the new government. She subsequently oversaw the establishment of the Employment Approval process, the registration process in the Xpat Online System, and the deposit refund function.
She played a key role in reviewing and revising the existing policies on labour to reflect the current situation and to better protect and ensure stakeholders rights and responsibilities.

During her tenures as Assistant Manager and then Manager Human Resources at Tree Top Hospital, Moomina Waheed established, organized and oversaw the human resources management and administration of the TTH. She also worked on formulating human resources development and management policies and procedures. Organizing and executing the recruitment of clinical and non-clinical staff, Moomina Waheed actively led the recruitment process of staff that were recruited into the TTH at the very beginning of its establishment and operation.

Moomina Waheed first joined HRCM in 2004 and subsequently worked at different levels for over 9 years. During this period, she has undertaken many task and responsibilities, including vital roles in the formulation and implementation of the Commission’s Strategic Plan, Annual Reports, Annual Budget, Annual Work Plans, preparation of shadow/alternative reports for the UN Human Rights Systems, International Relations and relationship-building with various institutions of the State. She was also involved in major investigations of human rights violations and research projects, and was instrumental in formulating policies and procedures on recruitment, training and development of human resources, and policies on procurement and administration. Moomina Waheed has represented the Human Rights Commission of the Maldives at various seminars and meetings at the national level and in the international arena.

As Director, Cooperate Affairs Department, Moomina Waheed reorganised and oversaw the Human Resources Unit, the Administration and Procurement Unit, and the Finance Unit. She provided financial advice to the Secretary General and on several occasion during her tenure she undertook the responsibilities of Acting Secretary General.
